Are Body Rub Centres Legal?

The short answer to this is yes — providing they are licensed and compliant with provincial laws.

The strict definition of the type of services you can enjoy at these venues is laid out on Toronto.ca:

Body rub parlours are any place where non-medical or non-therapeutic massaging services are provided by someone other than registered massage therapists, or other licensed or registered holistic practitioners.

The reason for the distinction between therapeutic and non-therapeutic massage is that, understandably, many legitimate ‘respectable’ massage shops were not too keen on attracting the same client base that would attend a body rub centre.

Unlike traditional massage shops, body rub centres are subject to much more stringent regulation, on everything from where the shops can be based, to the documentation required to legally operate in them.

They also cost a lot more to operate at a whopping $12,660 annual renewal fee, vs $148 for a holistic centre.

Toronto currently has 25 fully licensed body rub centres, and is not accepting any further applications for new licenses.

As you might imagine, there are more than 25 body rub centres in Toronto, and the services available inside them are… somewhat liberal. There is a clear disconnect between what the law permits, and what is actually happening behind closed doors. This you will see reflected in regular news reports of massage shop raids, or community efforts to clamp down on them.

Midtown alone is littered with illegal body rub centres “masquerading as holistic centres”, with other reports suggesting that at least 107 of the city’s 410 holistic centres are providing a range of sexual services.

It is speculated that the number of licensed body rub centres may be trebled to 75, with new venues restricted to industrialised zones well away from schools and places of worship.

This would represent a marked improvement, in our book, but it will inevitably still raise concerns with the communities where any new shops would be based.

What to Expect in a Toronto Body Rub Centre

Well, if we’re going to go by the legal rulebook… “external manipulation of soft tissue”.

From a “non-medical practitioner”.

If that’s not enough to set your pulse racing, then consider the reports of 1 in 4 body rub centres offering extra sexual services. There’s got to be more to a body rub centre, right?

Evidently, yes.

How this normally works is that the extras are negotiated behind closed doors, in cash, with the customer only paying upfront for the room hire.

The additional services are offered by the masseuse, not requested by the customer.

It may sound like a small difference, but it’s a major point when you consider that buying sex is illegal and selling it isn’t. Any sexual activity is thus considered the private business of two consenting adults, allowing all parties to bury their heads in the sand over the issue.

How Can A Body Rub Centre Be Distinguished From a Holistic Centre?

Neon signs and scantily clad women in the marketing materials is generally a pretty big giveaway.

Many body rub centres have websites offering menus that are designed to tantalise the target market, in a way that a holistic centre most certainly wouldn’t.

Legally we cannot link to any of the known body rub centres in operation around Toronto — even the 25 licensed establishments.

However, whether you are walking down the street downtown, or searching on Google, they will generally stand out like a sore thumb.
